Pennie is where Pennsylvanians can apply for low cost health insurance under Obama Care or the Affordable Care Act.

Pennie gets you lower premiums on high-quality coverage. Pennie throws open its doors from November through January 15th for all Pennsylvanians to come shop for health insurance.  After January 15th, folks who experience a Qualifying Life Event are still eligible to apply for financial assistance and shop for health insurance.

The Children’s Health Insurance Program (CHIP)

How do I know if my child qualifies?

Based on your family size and income, your child or teen may be eligible if they meet the following requirements:

  • Under 19 years of age
  • A U.S. citizen, U.S. national or qualified alien
  • A resident of Pennsylvania
  • Uninsured and not eligible for Medical Assistance

You can apply online, by phone, or by mail. You will need to have the following information:

  • Income amounts for your entire household before taxes: This includes income from employment and all other forms of income (for example: social security, pension, workers’ compensation, unemployment, child support, etc.)
  • Social Security Numbers and birthdates for all applicants
  • Day care expenses for your household (if any)
  • Work transportation expenses for your household (if any)
  • Private health insurance information (if you have or had private health insurance in the last 90 days)

You may be eligible for private insurance or Medicaid. You can apply here: Get health coverage

For most people, the best option is to apply for state Medical Assistance (MA) now. Many people who lost their jobs will qualify for MA based on their current income. MA was expanded as part of ObamaCare and is an excellent heath insurance program provided by the state of PA.  If you need to apply for MA benefits, please apply online using Compass (www.compass.state.pa.us) or call Benephilly: 844-848-4376.

If your Medical Assistance is cut off or if you get a notice it will close, or if your application is denied, please call Community Legal Services at
215-227-2400 and leave a message. We will call you back.

Health Centers

Health Care is available to uninsured and low-income people through a variety of programs. No one should be forced to do without health care. Below is a list of health centers in Philadelphia, with instructions on how to see a doctor.

How to See a Doctor

It is a difficult task for many uninsured people to find a doctor to provide needed medical services. Without health insurance this proves to be a difficult task. Throughout Philadelphia and the suburbs there are city, federal and community health centers that provide free or low-cost health care to uninsured individuals. They may charge a small fee for services, depending on your income and family, but services are free for those who cannot afford to pay. These health centers will provide quality care to people whether or not they have insurance.


Each of the health centers offers a variety of services and not all of the health centers offer the same services. Services available at the health centers include internal medicine, pediatrics, family practice, lab tests, X-rays, immunizations, dental care for children, minimal dental care for adults, prenatal care as part of the Maternal and Infant Care Program, family planning services and the Women, Infants and Children (WIC) Food Program. The Centers will also fill prescriptions written by their doctors. Some health centers have evening hours and some help arrange transportation for you. A number of the clinics have staff that speak Spanish and others have staff that speak some Asian languages and Russian.
